Monitoring and Evaluation Framework for culture10

This report has been prepared for culture10 and partners by SQW, PMP and Business Tourism Solutions. It addresses a project brief which identifies as its priorities:

• an urgent capture of context and baseline given the current stage in delivery of culture10 including stakeholder perspectives on expectations and progress to date
• comparisons with other 'Cultural Regeneration' approaches
• outcomes at programme level and in particular the added impact of the culture10
  programme approach over delivery of individual projects
• provide support to develop a systematic approach to / framework for evaluation at
  project level to inform future programming.
